Castle's Mansion

I recently saw the movie Gamer, and in it one of the main characters Ken Castle has a mansion that they constantly show shots of. I know I've seen this building before, I just can't for the life of me remember who it's by or where it is.

how did predock get away with that big stepped roof without guardrails or intermediate handrails? is the roof accessible or is it closed off somehow?
