Pratt SoA Dean Quilian Riano outlines plan to address space challenges with proposed new building

In a new letter to faculty members at the Pratt School of Architecture, second-year Dean Quilian Riano has outlined the need for some $71 million worth of deferred maintenance and other upgrades to the 155-year-old Higgins Hall in keeping with the new Local Law 97 mandate for net zero operating capacity by 2050. This includes $57 million for maintenance and upgrades, plus an additional $14 million to increase the electrical capacity.

Local Law 97 requires new energy efficiency and greenhouse gas emissions limits, with a goal of a 40% reduction by 2030 and achieving net zero by 2050. Additionally, Higgins Hall has maxed out its Floor Area Ratio (FAR) and electrical capacity.

As a result, Riano said, the school must expand into a new building to accommodate its growing student body. A Request for Expressions of Interest (RFEI) will now be issued to developers. The twice-annual celestial experience known as Manhattanhenge peaks today in the Big Apple, providing residents a chance to gather communally for (another) astrological celebration of civic space and the gridded street planning system — an outgrowth of the city’s rationalized original Commissioner’s Plan of 1811.

According to the NYC Parks Department, the suggested viewing locations are also the grid’s widest east-west corridors (57th, 42nd, 34th, 23rd, and 14th Streets), the Manhattan Tudor City Overpass, and Hunter's Point South Park in Long Island City. Peak time is 8:12 PM EDT. The High Line, Hudson Yards, and other West Side destinations are also popular locations.

The next full-sun Manhattanhenge event will take place Friday, July 12th, at 8:20 PM.

SO – IL’s next NYC residential project is wrapping up for client Tankhouse. Their design for the 14-story, 53,820-square-foot Nine Chapel residences features a perforated metallic facade system that reflects both seasons and the sun’s position while creating a permeable veil for the loggias and front porch entrances for each home on Chapel Street in Downtown Brooklyn.

Studio Libeskind has inaugurated its new social housing development in Bed-Stuy, Brooklyn, called The Atrium at Sumner, after a three-year, $132 million construction. The 11-story, 132,418-square-foot development yields 190 total units, with an 8,309-square-foot community space located on the ground floor along Marcus Garvey Boulevard.

The building’s design features a dramatic interplay of opening and solids in a folding form finished in distinct optic white EIFS facade cladding that distinguishes it from the brick buildings on the 66-year-old NYCHA campus. A year-round interior garden gives name to the development, which features a host of amenities included to support aging-in-place alternatives for senior residents of the studio and one-bedroom apartments, 25 of which come fully adapted for those living with disabilities or who are visually or hearing-impaired.

64 building owners express interest in entering NYC's Office Conversion Accelerator program

New York City's recently launched Office Conversion Accelerator Program has drawn interest from 64 building owners in Manhattan as planning officials mull changes to help speed up the process intended to deliver 20,000 new units of housing by 2033.

The market for conversion in Lower Manhattan has thus far yielded 2,100 new units in four converted buildings, highlighted by CetraRuddy's forthcoming effort at 25 Water Street, the largest conversion project in the country.

Still, as Gothamist reports: "The office conversion plan aims to produce thousands of new apartments, but none so far will be within reach for low-income New Yorkers who bear the brunt of the city’s housing shortage."

NYC announces $7 billion design and construction contracts for two borough-based jails

The New York City Department of Design and Construction has issued two new contracts for what will become the first two facilities in the city's progressive borough-based jails system. The bids from Leon D. DeMatteis Construction Corp. for the $3.9 billion new Queens jail and Transformative Reform Group for the $2.9 billion Bronx project were announced along with an intention to use a design-build approach to "speed up" construction along an accelerated track.

The completion of the jails is expected in 2031. In the Bronx, the jail is scheduled for delivery at 745 E. 141st St. in Mott Haven. In Queens, where activists have led a local fight that mirrors the effort to halt the new 'superjail' in Chinatown/Lower Manhattan, the new facility will take shape at 26-02 82nd Avenue in Kew Gardens, requiring a preliminary demolition. Ennead and Dattner have shared preliminary project visuals to accompany the latest announcement of their winning bid to deliver the Science Park and Research Campus (or SPARC) Kips Bay to the East Side of Manhattan.

NYC construction worker fatalities are now at record lows

New York City construction worker fatalities have declined to record lows, according to a new report released by the NYC Department of Buildings. Construction-related deaths are now at their lowest point in the past decade despite an increase in injuries at job sites for the third consecutive year, the reporting showed. Injuries requiring investigatory actions increased by 17%, while the leading cause of death continued to be accidental falls as construction activity has largely remained unchanged in each of the five boroughs.

The report includes statistics about the number of new building permit issuances and an increase in the number of new housing units completed between 2020 and the end of last year. The DOB’s full findings can be viewed here.

How New York City is approaching EV charging

Since 2021, 100 new curbside chargers have been added across all five boroughs. Jockeying for space alongside parking meters, LinkNYC kiosks, and bus shelters on public sidewalks, they are part of a pilot partnership between the Department of Transportation, Con Edison, and Flo, an EV charging system operator. In the outer-borough neighborhoods that lack the robust EV infrastructure of Manhattan’s Central Business District, these chargers are proving quite popular.

In an interview with Urban Omnibus managing editor Kevin Ritter, New York City Department of Transportation officials Will Carry and Luis Gonzalez outlined the city's vision for creating a comprehensive electric vehicle charging infrastructure. The department has recently launched a curbside charging pilot program across the city's boroughs, which has proven popular with users.

"In Europe, they’ve reached a point in the market development where cities are making net revenue from these chargers," Carry said. "We’re not there in New York, but at some point there is the potential for this to contribute to the city’s general fund."

WXY opens beachfront community center for Rockaway, Queens

WXY Architecture + Urban Design has opened its new Arverne East Nature Preserve and Welcome Center in the Rockaway neighborhood of Queens.

The project forms the first phase of New York City’s first net-zero residential community with 1,650 new units. It was realized at 6,000 square feet and includes a community meeting room and space for the Parks and Recreation Department's Urban Park Rangers program and The Campaign Against Hunger.

Foster + Partners updates design for 350 Park Avenue supertall in Manhattan

Foster + Partners has updated its plans for the new 62-story supertall at 350 Park Avenue after receiving approvals from planning officials to deliver what will be their fifth recent high-rise design in Midtown Manhattan after 425 Park Avenue, 50 Hudson Yards, the forthcoming PENN 15 tower, and the recently topped out JPMorgan Chase headquarters at 270 Park Avenue.

ODA plans new residential development in East Williamsburg

ODA has revealed plans for a new residential project under construction in Brooklyn that will deliver 336 units of studio, one-, and two-bedroom apartments. Their design for the Lorimer House and Copper Lofts in East Williamsburg calls for a triangular block-scale development connected by a bridge, surrounding three small interior courtyards and defined by curved corners that soften its form in response to the site's unique dimensions.

Other aspects of the project include a third-floor pocket park space that combines with an upper-level amenity lounge and a circular roof deck with landscaping to give residents a total of 26,000 square feet of outdoor areas. The building's facade is composed of brick with horizontal metal panels, vertical metallic piers, and a slab edge to create an appealing visual character completed by integrated planters, balconies, and recessed terraces.

New HOK-designed NYCFC soccer stadium wins planning approval as part of Willets Point redevelopment

HOK has won approvals for its proposed new stadium design at Willets Point, Queens, for the New York City Football Club (NYCFC) MLS franchise.

The go-ahead was granted by City Councilors last week as the future anchor to the larger mixed-use Willets Point Phase II Redevelopment Plan development that includes a new public school and 2,500-unit affordable housing component, along with 150,000 square feet of public spaces adjacent to Citi Field at a site formerly known as the 'Valley of Ashes.'

At a cost of $780 million, HOK will deliver a two-tiered, 25,000-seat design (the city’s first purpose-built soccer stadium) built using local materials and featuring green design strategies like PV panels and stormwater retention. According to the architects, this will allow for its operation to be all-electric and net-zero, with annual emissions reductions equal to 12% within a year of the project's inauguration.

The Vessel to reopen with improved safety measures

The Vessel has announced it will again be open to visitors in New York City later this year after upgraded anti-suicide safety measures are installed in response to a spate of tragedies that have befallen its existence since being inaugurated in March of 2019. The attraction has been closed since 2021 and will reopen with its uppermost level kept inaccessible to the public.

The New York Times reported a representative from Related Companies, which manages the Thomas Heatherwick-designed property, as saying a “floor-to-ceiling steel mesh” barrier would be installed. It will replace existing barriers that were only waste-high and not "cut-proof," as the new fencing is understood to be made.

At least 200,000 residential structures in New York City are at risk of seismic damage: NYT

The five boroughs are home to more than 200,000 multifamily buildings made with un-reinforced brick and built from the mid-1800s to the 1930s, according to a city hazard plan. Many rowhouses across the city neighborhoods fall into this category. Such masonry cannot bend or flex during an earthquake and would instead break or crumble. A strong earthquake could cause some buildings of this type to collapse.

Last week’s 4.8 magnitude tri-state quake wasn’t nearly as strong as the (estimated) 5.5 magnitude incident that occurred on August 10, 1884, and would have caused $4.7 billion worth of damage to the modern city, according to the New York Times.

Experts have warned that the risk posed to New York City, even after its amended 1995 building codes called for “seismic gaps” between buildings, remains at least faintly plausible.

A 2002 Times article on earthquake preparedness in the Big Apple states the probability of a magnitude 6.0 or higher event occurring even once in the next 19,500 years is still "unlikely."

The USGS-documented sinking of buildings in Manhattan, meanwhile, is happening at a rate of between 1 to 2 millimeters per year.

KPF designs Columbia University's first purpose-built, all-electric research lab building

Kohn Pedersen Fox has designed a new state-of-the-art research and academic facility that will deliver Columbia Universty’s first purpose-built, all-electric lab building for the Vagelos College of Physicians and Surgeons.

The project will augment Columbia’s Plan 2030 for achieving campus-wide net-zero emissions by 2050. It boasts a system of air source heat pumps (ASHPs) that manage the building’s temperature controls in unison with a high-performance facade that offers an optimized window-to-wall-ratio under 50%.

Demolition work for Lower Manhattan's superjail is making Chinatown residents 'terrified'

The demolition of ‘The Tombs’ Manhattan Detention Complex to prepare for the 300-foot ‘Jailscraper’ (aka the ‘Chinatown Jail’) in Lower Manhattan is meting out further headaches for residents around the Columbus Park area, the majority of whom are elderly, ABC7 reported recently.

Cracks and other noticeable damage are now beginning to appear in adjacent structures as the 900-bed behemoth is being taken down in advance of the construction of a controversial new facility that is promoted as being more ‘humane’ than its predecessor and the city’s Rikers Island facility — despite activists’ criticisms.

"We absolutely do not trust Gramercy Group with anything anymore," a member of the group Neighbors United Below Canal told journalists. "They violated the trust of this community. They violated the trust of the building next door. They've cracked their building. There's water seeping into this building as we speak."

The New York City Mayor’s Office of Climate and Environmental Justice has released the city’s first report into environmental justice issues.

Titled 'EJNYC: A Study of Environmental Justice Issues in New York City,' the study analyzes environmental hazards ranging from toxin exposure and summer heat vulnerability to flood risks and transit access.

Developed by a team led by Buro Happold and urban design nonprofit Hester Street, the report feeds into a wider project known as the Environmental Justice NYC (EJNYC) initiative, which will develop a city-wide environmental justice strategy. Brooklyn group opposes new Tony Hawk-backed skatepark: 'Pouring concrete is Stone Age'

The city has construction plans for Mount Prospect Park, once the site of a lookout station for George Washington’s army. About 40,000 square feet of the 7.79-acre park are to be turned into one of the largest skateboarding spots on the East Coast. Some nearby residents are fighting the plan. [...] They say the poured-concrete skateboarding facility would take up precious green space in a city that does not have enough of it.

A total of four skatepark designs are scheduled to be built in the Bronx and Brooklyn, courtesy of The Skatepark Project (or TSP). Costs for a new park at the contested Brooklyn location are about $100,000.

The Mount Prospect Park location calls for 40,000 square feet worth of concrete to be poured, leading to local protests recently. Hayley Gorenberg of the group Friends of Mount Prospect Park told the Times, “Paving green space isn’t acceptable to the community, and it’s not the way for New York City to look forward to a more resilient future. It’s backwards thinking.”

Frida Escobedo reveals first American residential design in Brooklyn

Frida Escobedo’s first American residential commission has been revealed as a block-scale condominium project in the Boerum Hill neighborhood of Brooklyn.

The designer of the new Modern and Contemporary Art Wing at the Metropolitan Museum of Art (in which she has set up a working studio) will deliver the new Bergen development at 209,000 square feet for client Avdoo & Partners by 2025.

It will stand as the second building project in the New York market for Escobedo following her collaboration with Handel on the new National Black Theatre mixed-use development in Harlem.

New York City’s first dedicated soccer stadium is becoming closer to a reality. As reported by Gothamist, the City Council is expected to approve the final phase of an ambitious project to revitalize the long-neglected Willets Point neighborhood in Queens through a mixed-use redevelopment.

In addition to the stadium, the scheme promises to deliver 2,500 units of affordable housing, including 133 homes for homeless New Yorkers, a 250-room hotel, a public school, retail, space, and public space. Designed by HOK, the $780 million, 25,000-seat stadium will host the MLS’ New York City Football Club. It is also expected to be the first-ever fully electric soccer stadium in the MLS.

New York's Jeffrey Beers International (JBI) has shared news that its founder Jeffrey Beers passed away from a battle with cancer on Monday, March 18th, at the age of 67.

A prominent figure in hospitality design and planning schemes, Beers began his career as an architect in I.M. Pei's New York office shortly before forming his own studio practice in the city in 1986. The next 38 years have seen its brand grow in influence to be synonymous with celebrity chefs and entertainers, corporate America, and international hotel brands.

Beers credited his Fulbright program mentor Oscar Niemeyer and former RISD professor glass artist Dale Chihuly among his influences as he pursued an architecture that suffused fine art, luxury, and a highly-tuned sensibility for good design.
